Good Enough for Government

First attempt at a deck taking advantage of Hustings and Bounty Hunter. Playing around with Rafi Hamid since we're running enough Government deeds to make him functional, and because Pearl-Handled Revolvers make him much scarier for 1 GR.

The draw structure is 4's, 5's and 8's, aiming for full houses. Basic strategy is to make cheap studs, drop Hustings, and use the outfit ability and Bounty Hunter people who stray too far from the action.
