Its a fairly simple plan, get a forcefield on Billy, make lots of money through the ranch and currency presses and win by attrition.
Kidnappings are there to make sure influence is taken out if it's hiding and Billy can come back into the fight with an ornithopter or a stakes just rose. The hired guns are there to give another casualty soak.
The deck structure is fairly loose but the main plan is to never cheat and just absorb casualties by paying for the forcefield. If the opponent cheats then their best dude is definitely going to get coachwhipped to the boot hill. A well timed unprepared to turn off the forcefield if I only had 1 would cause problems but slight modifications provide some protection.
I never actually needed to use him but Nicodemus in the later game can be a clincher or Lillian pulling kidnappings out of the discard pile would also work.

Nice deck. If I might make a couple suggestions. Pinned Down can be worth including so that you can force a casualty on a specific dude. Also, LeMat Revolver has strong synergy with Force field if you find the 3 pair (which should happen if you have decent stud rating and your 3-4-7-8 structure). |

Congratulations! Good to have the decklist up here - people might assume that Morgan Regulators means Calling The Cavalry rather than a war of attrition like this. Seconding the nasty LeMat Revolver trick and interested in any changes you're considering. |
Obviously this also wasn't 2016 sheriff, this was 2017 epitaph, but there's no option for that...
