Attempting to build four decks from one complete core play set, not including the need to swap out jokers. I'm wanting to create decks for playing casually and teaching the game.

Well, the intermediate decks are designed precicely for this purpose ;)

@db0 The ones listed in the how to play booklet including in the core set are for one core and are pretty awful to play with. Using those to teach with is highly likely to give a negative experience.

Ah I see now, the "one complete core play set" confused me.
