Lula's Regulator's DMH

First Draft. Inspired by a recent Yellowstone binge.

Get extra cash flow with Lula's gain ghost rock ability, and get your horses out quickly with the Henry/Maggie combo. To preserve the DMH draw structure, discard J deeds for extra income, and try and get as many dudes (9 and above) out as quickly as possible and equip them with horses. From there you should have a monopoly on movement to protect the few assets you own, whilst strong-arming your opponent's control points.
